The Overlook at Spear neighborhood was originally developed in the mid-1980’s, consisting of approximately 55 single family homes and 79 condos. In total the development includes 15.4 acres of impervious surface. The development was issued a State stormwater permit (2-0261), which included stormwater treatment using a series of four “in-stream” ponds.
In 2021, the City received a loan from the State with 100% loan forgiveness to complete the engineering design associated with the State Stormwater General Permit 3-9050. More information on compliance with the 3-9050 permit can be found here:
